Is International Criminal Law in Crisis?

After the rapid development of international criminal justice in the late 20th and early 21st century, recent years seem to indicate a system in crisis, notably with the war in Syria and other conflicts, as well as the US sanctions against the ICC Prosecutor and senior staff.
